Accessibility Statement
The Embassy Row Project's commitment to digital accessibility for all users, including those with disabilities.
Scope of Document
This Accessibility Statement applies to the Platform at jamesscotticit.expert and all associated web services operated by the Embassy Row Project ("Organization"). It describes our accessibility commitments, current conformance status, known limitations, and the process for requesting accommodations or reporting barriers.
This Statement is published in accordance with the requirements of the Americans with Disabilities Act (ADA), Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. § 794d), and the European Accessibility Act (Directive (EU) 2019/882), which requires digital services to meet accessibility requirements from June 28, 2025.
Accessibility Commitment
The Embassy Row Project is committed to ensuring that the Platform is accessible to the broadest possible audience, including individuals with visual, auditory, motor, and cognitive disabilities. Accessibility is not treated as an optional enhancement but as a fundamental requirement of responsible digital operation, particularly given the Organization's public-interest and philanthropic mission.
We recognize that accessibility is an ongoing process and are committed to continuous improvement of the Platform's accessibility features.
WCAG Conformance Status
The Platform targets conformance with the Web Content Accessibility Guidelines (WCAG) 2.2 Level AA. WCAG 2.2 Level AA is the current W3C recommendation and supersedes WCAG 2.1. It defines requirements for designers and developers to improve accessibility for people with disabilities, including new success criteria for cognitive and motor accessibility.
Our current conformance status is Partially Conformant: some content does not fully conform to WCAG 2.2 Level AA. Known limitations are described in Section 5 of this Statement. We are actively working to address these limitations and target full Level AA conformance by the end of 2025.
For U.S. federal accessibility purposes, the Platform also targets conformance with the Revised Section 508 Standards, which incorporate WCAG 2.0 Level AA by reference.
Accessibility Features
The Platform incorporates the following accessibility features:
- Semantic HTML structure with appropriate heading hierarchy to support screen reader navigation.
- ARIA labels and roles applied to interactive elements, navigation landmarks, and dynamic content regions.
- Keyboard navigability: all interactive elements are accessible via keyboard without requiring a mouse.
- Visible focus indicators on all focusable elements.
- Sufficient color contrast ratios for text and interactive elements in accordance with WCAG 2.1 Level AA requirements.
- Text alternatives (alt attributes) for informational images.
- Responsive design that adapts to different screen sizes and zoom levels up to 200% without loss of content or functionality.
- No content that flashes more than three times per second (seizure safety).
Known Limitations
The following known limitations exist in the current version of the Platform. We are actively working to resolve these issues:
- Deep Analysis Tool: Some dynamic content generated by the AI-assisted analysis tool may not be fully announced by screen readers in real time. We are working to improve ARIA live region implementation for streaming content.
- Complex data tables: Some data tables in research and impact sections may lack full header associations for screen reader users. We are reviewing and updating table markup.
- PDF documents: Any PDF documents linked from the Platform may not be fully accessible. We are working to provide accessible HTML alternatives for all key documents.
- Third-party embeds: Third-party content embedded in the Platform (such as payment forms) is governed by the accessibility practices of the respective third-party provider, which are outside our direct control.
Assistive Technology Support
The Platform has been tested with the following assistive technologies:
- NVDA (NonVisual Desktop Access) with Google Chrome on Windows
- VoiceOver with Safari on macOS and iOS
- TalkBack with Chrome on Android
- Keyboard-only navigation on Chrome, Firefox, and Safari
We cannot guarantee full compatibility with all assistive technologies. If you experience barriers with a specific assistive technology, please contact us as described in Section 9.
Feedback and Reporting Barriers
We welcome feedback on the accessibility of the Platform. If you encounter an accessibility barrier, experience difficulty accessing any content, or require content in an alternative format, contact us through the official contact form at jamesscotticit.expert/contact.
When reporting an accessibility barrier, please include:
- The URL of the page where you encountered the barrier.
- A description of the barrier and the impact on your ability to access the content.
- The assistive technology or browser you were using, if applicable.
We will acknowledge accessibility reports within five (5) business days and aim to provide a substantive response within thirty (30) days.
Formal Complaints
If you are not satisfied with our response to an accessibility concern, you may escalate your complaint to the relevant national accessibility enforcement body in your jurisdiction:
- United States: U.S. Department of Justice Civil Rights Division — ada.gov
- European Union / EEA: The relevant national authority responsible for enforcing the European Accessibility Act in your member state.
- United Kingdom: Equality and Human Rights Commission — equalityhumanrights.com
Updates to This Statement
This Accessibility Statement is reviewed and updated annually, or when significant changes are made to the Platform. The effective date will be revised upon each update.
Governing Law and Jurisdiction
This Statement is governed by the laws of the State of Delaware, United States, and is informed by the requirements of the Americans with Disabilities Act (ADA) and, for EU/EEA users, the European Accessibility Act.
